Answer to the First Query:
STAAD uses Annex B to calculate the value of pb, which is substituted into the relevant equations of clause 4.3.6.4 to calculate the Buckling Resistant Moment. Annex B is applicable to all type of standard sections and is not limited to Tapered or Haunched I, H or Channel Section members.
Answer to the Second Query:
In the batch mode design, you need to specify the TRACK 4 parameter and the relevant DFF and DJ1/DJ2 parameters to invoke the serviceability check. The serviceable load cases can be selected by using the LOAD LIST command.
