The uplift at node 27 from load case 10 is primarily due to the lateral load case 4. The uplift effect is further increased by the fact that you are factoring gravity cases 1 and 2 by 0.85 and the lateral load by 1.5 which may be as per the code stipulated combination.
Here are some general thoughts
Please ensure that you are accounting for self weight of the members as part of the load 1. I see an udl but not sure if that is to account for the member weights or not.
Ensure that you are accounting for all other gravity type loads that would help prevent the uplift
Check the magnitude of the applied wind pressure and ensure that these are correct.
If you have accounted for all of the above, and still there is an uplift, there is no other option I can think of, other than to make changes to the structural arrangement/use heavier sections etc.
An unrelated observation : You do not need to have the last perform analysis command in the file.
