Is it not the fact that when we initiate design of beams and columns by IS: 13920,which is invariably done on principles of strong column and weak beam. But it may not be the case if we start designing the column dimensions as entered where beam is stronger than the column. In such a case we are inviting brittle failure without a warning and is very dangerous for seismic zones II onwards.
