If all the DOF in the model are restrained and there is nothing to solve for, you would typically get this warning. For example if you have a single beam and FIXED supports are defined at both ends. In such cases STAAD applies a very small moment release at the first node to solve the problem. The warning message is issued to make the user aware of this. This apparently does not have any significant effect on the results but enables the software to carry out the analysis. Inserting a node in the member or changing the support from FIXED to FIXED BUT are other options to solve the problem and to avoid getting the warning.
