Something is stopping the extraction process from completing, hence the problem with all of the RAM Structural System installers. I recommend installing 7-zip, a free compression utility that can extract files from an installer. Once installed, right-click on the RAM Structural System installer, and select 7-Zip -> Extract to [folder with installer name]" from the contextual menu as shown below. If successful, run rss.hta in the extracted folder to start the main installer.
