Design means determining whether the members of the structure are safe from the standpoint of the design code requirements.
Analysis should be possible using STAAD as long as it comes under the umbrella of linear static, PDELTA, finite element, dynamic, non-linear, etc.
STAAD can design the structure to many codes from the US and other countries. If you are asking whether we know of a specific code that is widely used for performing steel design of offshore structures, it is probably the API code. Most models of this type that we have received from users use the AISC 360 code (for onshore structures) , or the API code (for offshore structures).
